Outsourced HR in Egypt: six decisions before the service begins

An external HR function works when the company and provider agree exactly who does the work, who approves it and how it is recorded.

ALFARID / READING ROOM

Six practical decisions on roles, employee records, policies, payroll and approvals when setting up an outsourced HR department in Egypt.

01

Define the organization's decision rights

Name the people who approve hiring, compensation changes, disciplinary outcomes and exits. An external team can prepare records and recommendations, but the engagement needs to show which decisions remain with management and how approval is documented.

02

Map the employee lifecycle

Set a repeatable route from recruitment and onboarding to attendance, leave, performance, employee relations and departure. For each step, identify the input, deadline, responsible person and record that closes the action.

03

Establish one reliable employee file

Agree what information is collected, who may access it and where the authoritative record sits. A fragmented file makes routine decisions harder and increases the chance that an important document is missed.

04

Put policies into an approval workflow

Policies should describe what managers and employees actually do. Review work rules, forms and escalation routes together, then assign an owner to maintain the current version and communicate approved changes.

05

Draw the payroll handoff

Specify who records attendance and variable pay, who checks the inputs, who calculates payroll and who authorizes payment. Define the interface with finance and any outside processor; the word 'payroll' alone does not settle these responsibilities.

06

Agree the reporting rhythm

Choose a small management view: open employee actions, unresolved risks, deadlines and decisions required. Review it periodically so HR work supports decisions rather than becoming a collection of forms.

Questions we often hear

Does outsourcing HR remove the need for internal approvals?

No. The company and provider should state the authority and approval route for each decision in the engagement model.

Can the service start without replacing existing systems?

Often it can. The first step is to map the records and workflows already used, then agree how the external team will work with them.

This article is general information. The route for a particular matter depends on its facts, documents and applicable requirements.
